This is a simplified and user friendly comprehensive guide to defining democracy, governance, economics, budget analysis and resource tracking. It simplifies the tools for basic budget analysis including calculations for budget analysis and resource tracking of HIV & AIDS resources. Given the current global financial crisis, state and non-state actors have to ensure that available resources are used efficiently and effectively. It is against this background that budget analysis and resource tracking becomes critical. The main thrust of this handbook is therefore to enhance non-state actors’ capacity to hold government accountable by improving their knowledge on the basic definition of terms often used in budget analysis and resource tracking.

This publication is part of Idasa’s AIDS Budget Unit’s (ABU) work on promoting good accountable AIDS governance in Sub-Saharan Africa through strengthening HIV & AIDS resource-tracking and budget analysis skills of national, sub-regional and continental parliamentary groupings, civil society organisations and the media, at national and regional levels.
