No. 85: Provincial Underspending of HIV/AIDS Grants

"How much of their conditional grant funds for HIV/AIDS have provinces actually spent in 2000/01, and 2001/02 (thus far)?

We find underspending at the provincial level is an urgent and critical problem. Largely due to the late transfer of funds, in the first year of the National Integrated Plan for HIV/AIDS (NIP) the provinces only managed to spend 36.5% of the total HIV/AIDS grants available to them. Although the conditional grant transfers occurred more timeously in the second year, by midway through this financial year, provinces have only spent 16.8% of their conditional grants."
